BNEDC is the administrator of the local portion of the Illinois Enterprise Zone. The Enterprise Zone provides economic incentives to commercial companies undertaking new investments, including facility expansion, renovation, and other qualified improvements. Several incentives may be awarded to businesses in the zone boundaries (linked below).
Our portion of the zone includes Bloomington-Normal, McLean County and Gibson City, Ford County. These five government bodies coordinate on the 15-square-miles authorized by the Illinois Department of Commerce and Economic Opportunity (IDCEO).

Applications for certification are available and required for collection by the Illinois DCEO. The information must be fully completed and returned to Zone Administration Office (BNEDC) with the application fee before any Enterprise Zone benefits can be granted.

How to View Incentive Zones on the Map
Step 1: Tap the Map Layer Icon
Locate the map layer icon (usually in the corner) and tap it to open the layer options.
Step 2: Select "Zoning & Economic Development”
Step 3: Collapse the Tab for More Options
Click the collapse arrow (or icon) on the tab to reveal additional options.
Step 4: Adjust Location Checkboxes
Uncheck the following locations:
McLean County
Normal – Expand for Options
Bloomington – Expand for Options
Step 5: Click “Incentive Zones”
Step 6: Interpret the Map Colors
Green areas = Enterprise Zones
Purple areas = TIF Districts
